UKE proposes slower MTR cuts in exchange for investments
(Telecompaper) Polish regulator UKE proposed a timetable for mobile operators to cut call termination rates in exchange for investments. The UKE hopes the scheme will help improve services coverage in white spots lacking 2G network coverage and areas with low population density where 3G is not economically justified. The UKE offers, in exchange for investments to provide phone services covering all identified white areas and at least 80 percent of the country with 3G, a more gradual cut in termination rates to 2012. The proposed schedule is as follows: from 1 July 2011 PLN 0.152 per minute, from January 2012 PLN 0.137 per minute and from 1 July 2012 PLN 0.1223 per minute. At the same time, the EC Recommendation of 7 May 2009 stipulates that mobile termination rates after the transition (from 1 January 2013), based on bottom-up cost calculation, should fall to the level of 1.5 to 3 eurocents per minute. The UKE asked mobile operators to submit their opinions in writing within two weeks from the date of publication of the draft proposal and express whether they are interested or not in concluding an agreement, as well as a binding declaration on the extent of investment commitments, corresponding to the amount of benefits calculated in relation to the above schedule, with justification.[Lees verder]
